FOR DATE AND COPYRIGHT INFORMATION, SEE 6 U.S.C. APP. 3(f). NOTES : 1. Section 9 of the original Code required a “small-unit force” of eight aircraft with four pilots and one load master. This was made the minimum for land- based units, and later reduced to two pilots and three load masters. 2. It would be difficult to find an enemy aircraft that can carry enough high explosive to destroy a landing base or a major part of an airbase. For example, a Boeing B-29 carrying a bomb load of 4,000 pounds of M-66s could not produce more than 20,000 pounds of unexploded ordnance (USO) from the initial impact of its bomb on the ground, if the target was a major airbase. The Air Force decided on this low minimum because it believed the threat to be limited. It also felt that the large amount of explosive used by our adversaries would cause damage. The problem of destroying the enemy's ability to fly was considered at length in an Army study. The Army study concluded that because of its high speed and maneuverability, enemy fighters (of the F-1 type) would never be able to attack and destroy an airbase. It is clear from the record of the study that a high-speed, maneuverable adversary would be able to evade our defensive system. It would be impossible to find such an aircraft. Since we could not detect its presence, the Air Force concluded that the low minimum should be maintained. We should not have expected our adversaries to have the speed and maneuverability our enemies had. 3. This study found fault with the large amount of explosives being used, but the high explosive used was determined to be of acceptable quality. 4. The Army study examined the effects of the various attacks on the airfields to determine how much damage might be inflicted. The results indicated that the attack with the 2,000-pound bomb would not likely cause more than 1,100 casualties. The attack with the 4,000-pound bomb could not be made effective. The 500-, 1,000-, and 1,000-pound weapons caused considerably more casualties than the 2,000-pound bomb. 5. The Army study did not discuss the use of chemical incendiary weapons against enemy aircraft. 6. The B-29 bomber has an operational range equal to the range of enemy aircraft. It could fly from the target area to the objective with one engine operating. 7.
